RICHMOND, Va. (AP) — A top Democratic Virginia lawmaker vowed Wednesday to keep language enabling a proposed relocation by the NBA’s Washington Wizards and NHL’s Washington Capitals to Alexandria out of the state budget lawmakers will take up later this week. Glenn Youngkin's plan to lure the teams across the Potomac River with a $2 billion development district featuring a new arena. Moving forward, if the arena is excluded from the budget, Youngkin has a few options. Virginia governors have the ability to seek amendments to legislation, so he could attempt to put the arena language back in the budget. Democrats, who control both General Assembly chambers, could lose Youngkin’s support for some of their own priorities if they kill the arena deal.

(AP) — President Joe Biden is set to visit naval installations in Virginia on Sunday for an early kickoff to the Thanksgiving holiday week. He plans to host a screening of the movie “Wonka” and have a “friendsgiving” meal with service members and their relatives. Later, the Bidens plan to help serve dinner with service members from the USS Dwight D. Eisenhower and the USS Gerald R. Ford at Norfolk Naval Station, the largest installation of its kind in the world, along with their families. In 2021, the Bidens visited the Army’s Fort Bragg in North Carolina for an early Thanksgiving meal in a hangar for about 250 service members and their families. The president and first lady plan to spend this Thanksgiving on Nantucket, a Massachusetts island.

Democrats won full control of the General Assembly despite losing in key swing districts. In this year’s election, Republican candidates prevailed in three of the four Biden-Youngkin state Senate districts and in at least seven of 11 Biden-Youngkin state House districts. There were 20 Senate districts and 48 House districts carried by both Biden in 2020 and McAuliffe in 2021. Democrats won all of them Tuesday, averaging 67% of the vote in Senate districts and 76% in House districts. In comparison, there were 16 Senate districts and 41 House districts carried by both Trump and Youngkin.

The Associated Press has not yet called the race — one of four uncalled contests that will determine the final margins in each chamber. In Ohio, a mostly red state, voters explicitly wrote into their state constitution a right to an abortion up until the point of fetal viability. An exit poll of Ohio voters found that 6 in 10 voters were still angry about the Supreme Court's landmark ruling in Dobbs v. Jackson. But in its absence, they have created an electoral albatross that abortion rights advocates have hung on GOP candidates up and down the ballot throughout the nation. Russia is painting some of its warships with camouflage stripes, an open-source analyst said. The ship might also appear smaller thanks to the dark paint against the water. Investors sued Adidas over its failed Kanye West deal, arguing it didn't properly manage the risk. In the lawsuit, investors claimed Adidas "ignored serious issues" with regard to Ye's "extreme behavior," and didn't properly manage the resulting risks, including with inventory. If certified, the lawsuit would proceed on behalf of investors who purchased shares of Adidas between May 3, 2018, and February 21, 2023. In the wake of splitting with Ye, Adidas, under new CEO Bjørn Gulden, is focusing more on sports, including basketball and soccer, as Gulden works to reset the brand. The organization purchased 2,837 shares of Adidas stock in early 2022 for more than $350,000, according to an exhibit attached to the lawsuit.
— The federal government filed a proposal Tuesday to appoint a manager for the troubled water system in Mississippi’s capital city, which nearly collapsed in late summer and continues to struggle. The goal is to achieve long-term sustainability of the system and the city’s compliance with the Safe Drinking Water Act and other laws. According to the agreement, that litigation will be put on hold for six months while all parties try to improve the water system. Edward “Ted” Henifin was appointed as interim third-party manager of the Jackson water system and Water Sewer Business Administration, the city’s water billing department. While there is much more work ahead, the Justice Department’s action marks a critical moment on the path to securing clean, safe water for Jackson residents.″Jackson has had water problems for decades.
Rep. Donald McEachin, a Virginia Democrat recently elected to a fourth term in Congress, died Monday after nearly a decade with cancer. McEachin was diagnosed with colorectal cancer in 2013, his chief of staff, Tara Rountree, said in a statement Monday. “We are all devastated at the passing of our boss and friend, Congressman Donald McEachin,” Rountree said. “Valiantly, for years now, we have watched him fight and triumph over the secondary effects of his colorectal cancer from 2013. McEachin also earned a master of divinity degree from Virginia Union University, in 2008.

"Bullets whizzed by Plaintiff Donya Prioleau's face and left side, barely missing her," the lawsuit states. The lawsuit alleges that Bing "had a personal vendetta against several Walmart employees and kept a 'kill list' of potential targets prior to the shooting." The lawsuit states that she also informed Walmart that Bing called her a "bitch" under his breath. Before the shooting, Bing told co-workers that "the government was watching him," the suit says. Jessica Wilczewski, a Walmart employee who witnessed the shooting, told The Associated Press last week that Bing seemed to target certain people.
